Managers who don't understand that improving your time to production is the only thing you need to focus on are worthless.
What's the point of shipping projects if you can't maintain them? What's the point of adding more complexity on top of all the things you can't fix?
Do you have technical leaders you can trust? Do they understand the need to be able to ship features quickly? If you don't, find them and give them all the support they need to make it happen. Don't plan or make decisions for them. You don't know how the assembly line works.
